Court rules Secretary of State must abide by consent decree on provisional ballots

A judge's ruling in the U.S. District Court Southern District of Ohio requires the Ohio Secretary of State Jon Husted to continue to follow a consent decree that provides that provisional ballots are valid when they are cast in the right building, but the wrong precinct under the following conditions:

  • the voter provided the last four digits of their Social Security number when casting the provisional vote; and
  • the error was made by fault of a polling place official.
